The Fulker Consultancy Ltd. was established in 1998 providing building surveying, principal designer and technical architectural services predominantly in the education, local authority and healthcare sectors. The Gravesend office serviced London and the South East.

In 2014 Fulkers LLP was established to deliver project and cost management services.

Since 2014 offices have opened in Brighton, Bristol, Leeds, London, Manchester, Reading and an affiliation in Edinburgh.

2019 saw the two companies merged to create Fulkers Bailey Russell.
