New guidance on second stairs in residential buildings

On Friday 29th March 2024 the Building Safety Regulator and the Department for Levelling Up, Housing and Communities clarified the rules for additional escape stairs in high rise buildings by issuing amendments to Part B of the The Building Regulations Act 2010.
 
The main changes are:

  • A new requirement for apartments in a high rise building (a residential building over 18m) to be served by more than one common stair.
  • Interlocked (scissor) stairs are considered to be a single escape route for all building types. 
  • The concept of the “Evacuation Lift lobby” and “Evacuation Shaft” is added to volume 1 & 2, and guidance is given as to their arrangement. 

The changes come into force on the 30th of September 2026. Transitional arrangements are in place for works where a building control application is made before the 30th of September 2026 deadline.
